An sosreport would be useful for those looking into the problem. Additionally, 
setting the log level in /etc/lvm/lvm.conf level= to a high value so we can get 
some debug output would be great.

BTW, maybe I missed something but the first instruction for the
recreation was:

1. vgcreate docker-storage <disk>

Did you do a pvcreate on <disk> before hand? This adds some lvm2
metadata so the disk is picked up by a scan. pvs command should list it
if was done.
