Your dpkg history log says:

This means it's trying to upgrade from 4.0 to 4.0.2+dfsg2-3. However,
version 4.0 of dolphin-emu has never existed in Ubuntu so you must have
got it from some PPA or maybe it's a custom package? Please remove it
and try installing again.
