To reproduce:
1) Make a thumb drive with the latest zesty desktop image
2) Load it up, log out of default unity7 desktop
3) Switch desktop session to unity8, and log in as "ubuntu" (just press enter
for password)
You'll notice that the network icon is the default 'gear' icon instead
- of something networking-related.

I believe it is indicator-network itself that is not providing an icon
name, because you can do the following from inside the Terminal app in
unity8:
gdbus call --session --dest com.canonical.indicator.network -o
/com/canonical/indicator/network -m org.gtk.Actions.Describe desktop
.network-status
And you'll see there's no icon name specified.
