Public bug reported:

Even while the indicators cannot be opened on the lock screen, with the
option disabled in privacy settings, some indicators which can expose
extraneous information about the user and device status, will still be
shown.

For example, the following extra information is exposed, just from
icons:

- Unread messages avaialble
- Location enabled
- Bluetooth enabled and if a device is connected
- Wi-Fi and GSM radio connectivity

Some of these could possibly be individually optional to show/hide on
lock screen, but just preventing opening of the "indicators" is not
enough prevention of information visibility.
