xnox, a possible cause can be that when the old package is removed
before the update, the shutdown is perhaps made with the old systemd
service files (which do not contain the fix). So probably additional
methods, like explicitly deactivating cups.path, or at least restarting
systemd need to get performed. Strange is that this is not needed in
Yakkety and Zesty.
