Nope, this feature just never made it to 2.4.1 as it's not an LTS
release of LXD and isn't the latest stable either.
LXD 2.0.8 or higher will have raw.idmap (LTS branch) and so will LXD
2.6.2 or higher.
For Ubuntu 16.10 as you seem to be using, the best is to install LXD from
yakkety-backports which will get you the latest supported version of LXD on
your system (currently 2.8 will be bumped to 2.12 in the next few hours).
apt install -t yakkety-backports lxd lxd-client
