Can't verify this behaviour on more detailed testing. Setting hosts in nsswitch.conf to dns only and specifying DNS-server and search domains in the interface configuration does not necessarily resolve the hostname, even when searching with the fqdn.
This behaviour alone is not what seems to be documented, but I can't currently verify and it seems to be a different problem (or bug).
