At the end of ~/.config/openbox/lubuntu-rc.xml is this small section:

        Lubuntu specific :                                                     
        Focus all applications launched                                        
        Usefull when launching applications, like terminal from pcmanfm

  <focus>yes</focus>
</application>

...the problem is that this overrides the value of focusNew, set far at
the beginning of the file, making it appear as if focusNew does nothing.
The same thing happens if you open the GUI openbox configuration manager
and uncheck Windows -> "Focus new windows when they appear" -- the
setting is ignored.

I'm not sure why it's useful to use that override, but it seems like a
better solution should be found.
