You say this was during a 'full-upgrade'.  Does this mean that you ran
apt full-upgrade from the commandline?  The logs that are attached show
that you are installing packages from Ubuntu 17.04 on top of versions
from Ubuntu 16.04.  If you did use apt full-upgrade, is there a reason
you did not use do-release-upgrade, which is the recommended method for
upgrading between releases?

Your bug report does not include full apt logs for your upgrade, so it
is impossible to know why lsb-release failed to configure.  Do you have
a complete log under /var/log/dist-upgrade that you can attach?
