This bug report shows that packages could not be configured because they
depend on update-notifier-common, and update-notifier-common is not yet
configured:

dpkg: error processing package update-notifier-common (--configure):
 package update-notifier-common is not ready for configuration
 cannot configure (current status 'half-installed')

However, the attached logs don't show enough information to explain why
the package got into that state. Do you have older logs from
/var/log/apt that show what happened before this?

** Changed in: update-notifier (Ubuntu)
       Status: New => Incomplete
