I hit this too in a manual apt-get upgrade. Console showed me the
following error:

dpkg: dependency problems prevent configuration of update-notifier:
update-notifier depends on update-notifier-common (= 3.168.4); however:
Package update-notifier-common is not configured yet.
As a workaround installing chardet in Python3 using pip3 allowed the apt
upgrade to complete.
sudo pip3 install chardet.
