After discussion with the rest of the server team, this would not
satisfy the "Stable Release Update" requirements, which dictate when an
update can and cannot be accepted as an update in a stable Ubuntu
release.

Implementing this in a PPA would be trivial, however we are not going to
be implementing this in Ubuntu at this time.

Refer to https://wiki.ubuntu.com/StableReleaseUpdates#When for details
on when a stable release update is appropriate.  This is not one of
those times, currently.
