Hi,
I marked this as incomplete. cloud-init does not run 'ifup'. cloud-init
writes networking configuration 'Before=pre-network.target', and then lets the
system bring network up.
If you're seeing this reproducibly, please attach a full /var/log/cloud-
init.log and even 'journalctl -o short-precise'
