I would say to try 16.10 or 17.04 if you can, or upgrade the 16.04 kernel. Sad to say I was never really sure what fixed it for me, one day it was just better.
I'm not at the machine right now so I can't give you the specifics, but I doubt if any of the Windows drivers will fix it in Ubuntu.
