Something funny is going on, your lsb-release package looks broken:

lsb-release 9.20160110ubuntu5 [modified:
usr/share/pyshared/lsb_release.py]

The error message sure looks like an old python2 program was run on
python3. Or the other way around. (Or something similar, I can't keep
track of the different things python broke over time.)

Anyway, do you know how this file became modified?
