while in general upstart isn't the focus anymore I agree that it should be
considered since it is an update regression.
Not sure if Dup'ing this bug would not make is less readable - so
instead of a dup I'll for now assign Victor who drove the original Bug
#1566508 that caused the issue as well as the resolution of Bug
#1695870 into Trusty.
@Victor - what do you think, since for upstart opt-in users this is an
update-regression would you consider working on a fix for Xenial as
well?
