The Canonical recommended way of deploying grafana is the same way most
new/shiny big software is installed - using juju charms.

Note, by default this charm tracks latest upstream stable release builds
as recommended by upstream (see e.g.
http://docs.grafana.org/installation/debian/). It installs upstream
provided binary builds of grafana from packagecloud. And thus, is always
up-to-date with the latest release of grafana. See
https://packagecloud.io/grafana/stable

The charm is configurable where to install grafana from - see the
install_sources charm configuration option for ability to point it at
another repository (for example to install from packagecloud
grafana/testing repository).

To deploy the charm on s390x, one would need to adjust install_sources
to point at a location with s390x builds of grafana available. Or for
out of the box experience, please work with Grafana Labs company
https://grafana.com/contact to provide s390x builds as the charm is
architecture independant.
