Public bug reported:

Given:
Description:    Ubuntu 17.04
Release:        17.04

When I try to install:
ubuntu-mate-desktop:
  Installed: 1.190
  Candidate: 1.190

I get: LightDM runs and presents a login screen, but choosing MATE
yields a black screen. Running ```dpkg --configure -a``` tells me that
ubuntu-mate-desktop is in a badly inconsistent installation and needs
```apt install --reinstall ubuntu-mate-desktop``` to fix.  The suggested
apt command followed by ```dpkg --configure -a``` seems to fix it and I
can login.
What I expected:
The installation of ubuntu-mate-desktop to work correctly first-time.
