uname is not used to report point release version number.

The only authoritative files with point release details are: /etc/issue,
/etc/issue.net, /etc/lsb-release, /etc/os-release

These are updated via base-files package - see 
https://launchpad.net/ubuntu/+source/base-files/9.4ubuntu4.5
base-files (9.4ubuntu4.5) xenial; urgency=medium

  * /etc/issue, /etc/issue.net, /etc/lsb-release, /etc/os-release: Bump
    version number to 16.04.3 in preparation for the point release.

The meaning of this version string is not to reflect point release
version. It means backport of 4.10.0-30.34 kernel, onto 16.04, second
rebuild. You will notice a brand new 4.10 kernel released with version
string 4.10.0-30.34~16.04.1.
