After some research, I found this GnuTLS bug https://bugs.debian.org
/cgi-bin/bugreport.cgi?bug=857436 and it's accompanying changelog:
* OpenSSL wrapper: SSLv23_*_method translates to NORMAL GnuTLS priority,
which includes TLS1.2 support. Closes: #857436
Maybe it's more an GnuTLS issue than a ssmtp one.
