"Build an RPM on a 64-bit Big-Endian system on Ubuntu-Xenial" does not at all make any sense at all. Why are you building RPMs on Ubuntu? is this part of your test cases? You should be testing that you can builds debs on Ubuntu, not RPMs. The only reason rpm tools are provided on Debian (and thus Ubuntu) is to allow inspecting .rpm files for informational purposes only (as if viewing a .jpg file).
