i confirm this bug on gutsy 64 bits with a intel q6600
1.6 ghz @ 1.8 ghz in c0 state (speedstep) => cpuinfo displays 1.6 ghz
2.4 ghz @ 2.7 ghz in c1 state (speedstep) => cpuinfo displays 2.4 ghz
