So it seems you have (another mysql) service running on that port which makes 
install/upgrade of the package fail as they have to (re-)start the service.
Please check what is running on that port already and resolve that conflict - 
this should get you going again.

A way to check for that might be:
$ netstat -eeapn | less

And in there look for the 3306
