Thanks for filing this bug in Ubuntu.
You are specifying an incorrect user for clamav to run as, in your
/etc/clamav/clamd.conf configuration file:
User clam
It should be:
User clamav
Please fix that, and then run this command to complete the installation of that
package and all should be fine:
sudo apt update
sudo apt -f install
Please let us know how it goes. I'll mark this bug as "incomplete" until
then.
