Upstream issue: https://github.com/boto/botocore/issues/1258

Debian patch: https://anonscm.debian.org/cgit/python-modules/packages
/python-botocore.git/commit/?id=509dfc6bd0376648ca59fcee0547ec377b6d8659

In which ubuntu release did this fail? I quickly ran the aws command on xenial
and it worked:

$ dpkg-query -W python-boto python3-botocore awscli
awscli  1.11.13-1ubuntu1~16.04.0
python-boto     2.38.0-1ubuntu1
python3-botocore        1.4.70-1~16.04.0

I see that python3-botocore in xenial does not have the patch that
debian applied, so some other code path must be at play here.
