I somewhat doubt that change.
On Xenial with allof open-vm-tools installed.
$ dpkg -L open-vm-tools open-vm-tools-dkms open-vm-tools-dev
open-vm-tools-desktop open-vm-tools | grep vgauth
=> nothing
Also this is empty:
$ apt-file search /lib/systemd/system/vgauthd.service
vgauth got added in 17.10 via 2:10.1.0-4449150-4 as vgauth, but never before I
can see it added as vgauthd.
You might want to report on your 16.04 system where that comes from, do:
$ dpkg -S /lib/systemd/system/vgauthd.service
# that gives you a package name
$ apt-cache policy <package name>
Report the output of both so we can see via what way this got onto your
system as - I beg your pardon - I can't find it on 16.04 as-is.
