i had the same problem with ubuntu 16.04.3, the packages suggested by cpupower
wrapper are installing 4.4 tools (linux-tools-generic -> 4.4.0)
but the wrapper search for tools matching the kernel version
the cpupower wrapper make wrong suggestion, it should be :
You may also want to install one of the following packages to keep up to date:
linux-tools-generic-hwe-16.04
linux-cloud-tools-generic-hwe-16.04
linux-tools-generic-hwe-16.04 is installing
linux-tools-4.10.0-35-generic and linux-hwe-tools-4.10.0-35
and i get the matching /usr/lib/linux-hwe-tools-4.10.0-35/cpupower for the
/usr/bin/cpupower wrapper
