Public bug reported:

Release: 17.10 (development branch. Daily ISO (2017-09-26 22:14))

In new installer of Ubuntu 17.10 I can't successfully finish the
installation process. There is no possibility to set proxy settings, so
when installer want install some packages, there is connection error and
entire installation is broken.

Also there is no possibility to install ubuntu without network. When my
computer isn't connected to the internet (all network ports are
disconnected) I can't continue my installation.

What you expected to happen:
Installed OS is working.

What happened instead:
Installer crashed because can't download packages. Forcing to using internet
connection when OS is installed sounds like bad idea. The new installer is so
poor...
