Are you installing using the graphical installer or the command line
(debian-installer) one?
I tested this statement "Also there is no possibility to install ubuntu
without network. When my computer isn't connected to the internet (all
network ports are disconnected)" with the graphical installer and did
not have an issue. I used the an Ubuntu 17.10 daily image from 20170926
and disabled my network connection and was able to install successfully.
