I think we'd better wait with this till the beginning of the 18.04 cycle, so we have time for testing and possible modifications. In the meantime, and if you like, you could help to test a possible solution right now. My belief is that the only thing needed is to remove the fonts-takao-* packages without any need for specific Japanese configuration.
