Most of the time, such problem means a non responding task still running in the 
background.
So be sure your system is cleaned (use gtkorphan & bleachbit to clean it).

While shutting down, hitting 'Esc' key will swicth to text mode (like quite 
splash removal into grub).
Or make the journald permanent, then on the next boot, you can know whats is 
going on.
