Earlier in the Ubuntu 17.10 cycle, GNOME Builder's Terminal plugin was
disabled because the patches needed to build against Ubuntu's vte2.91
(without pcre2) need to be rebased.
Now that those patches have been rebased, we should enable the Terminal
plugin again.
Although there was a build flag for disabling the Terminal plugin,
upstream considers the Terminal plugin essential functionality.
