Let's try to keep the two issues separate.
(1) This bug is about mpv and maybe specifically mpv on NVIDIA. Another
workaround that might work there is:
mkdir ~/.config/mpv
echo hwdec=no > ~/.config/mpv/mpv.conf
(2) The totem issue probably isn't a bug. We just don't install any
plugins that will work on Nvidia by default. You should be able to
install the missing packages for totem to work on NVIDIA:
sudo apt install gstreamer1.0-libav # or try 'gstreamer1.0-plugins-
ugly'
