/usr/lib/update-notifier/package-data-downloader is a python3 script
contained in the update-notifier-common package. update-notifier-common
depends on debconf; debconf contains /usr/lib/python3/dist-
packages/debconf.py. Why is /usr/lib/python3/dist-packages/debconf.py
not visible to your python3 interpreter?
