The ppc build still pulls "postgresql-server-dev-9.6" x86 instead
already had "postgresql-server-dev-10".

Not sure what was missing back then to make that published on one but
not on the other arch - currently 188ubuntu1 is in proposed for both for
quite a while and a no change rebuild might resolve that.
