I'm on 16.04 Gnome installed from plain vanilla 16.04, and changed Unity to Gnome. Also affects me since some time ago (measured in months):
The DETAILS pane for DOWNLOAD PROGRESS (the one with the progress bars and percentages) started showing two, three or four progresses (there would be room for 10+). At the same time, the upgrade progress DETAILS (text) pane was only some lines high, but starting today (2018-Mar-01) it is just one line high. I'm on 16.04 because it's my office machine and it is an LTS release.
