First, please check System Settings > Sound > Applications
and verify (while running) that the problematic applications aren't muted or 
have different volume.

Second, it's interesting you say a few weeks ago because the latest
pulseaudio update is only a few weeks old:

Maybe try downloading and manually installing the previous version's
packages from here:

https://launchpad.net/ubuntu/+source/pulseaudio/1:8.0-0ubuntu3.7/+build/13733335

It looks like you should only need to get the ones named:

  libpulse0, libpulsedsp, pulseaudio, pulseaudio-module-x11, pulseaudio-
utils
