I did log out when initially adding to limits.conf. I've also rebooted a few 
times since this was added.

At the end of the limits.conf I have the following:

#@student        hard    nproc           20
#@faculty        soft    nproc           20
#@faculty        hard    nproc           50
#ftp             hard    nproc           0
#ftp             -       chroot          /ftp
#@student        -       maxlogins       4
* soft nofile 10240
* hard nofile 10240
