Public bug reported:

as a result, X blanks the screen after 10 minutes regardless of what the
screensaver is told to do (ie "don't blank the screen").

$ ps ax |grep screensa

$ xset q

This worked correctly in 14.04 without needing the user to hack up a
.xessionrc file.
