Reported by the daily Ubuntu server ISO installer tests 
(https://paste.ubuntu.com/p/jKcsDfR8Bm/) python3-cryptography is currently 
uninstallable as it depends on packages that do not exist currently.

Per the manifest the ISO contains:
/pool/main/p/python-cryptography/python3-cryptography_2.1.4-1ubuntu1.1_amd64.deb

# Expected result
python3-cryptography installs successfully

# Actual result
ISO install fails due to bad depends

# Steps to reproduce
1. Download the latest 'pending' server ISO
2. Attempt install, wait for failure
