It's as commented by Steve. The libcflsh0 library binary package will be automatically pulled in as a dependency of cfxflash, ensuring that people upgrading from previous PPA-based versions get the same set of runtime dependencies. The source headers have been moved to libcflsh-dev though, so for development purposes the development package should be used.
