For the maintainers of the affected packages to be able to help in this issue, addressing the main question already stated above would be most helpful:
To support netplan, do we have to implement netlink events listeners ourselves? I'm not sure all maintainers are willing to do that. Or is there another package that provides this functionality that we could rely on? E.g.
