Public bug reported: Due to a regression in ostree 2018.4 flatpak can't currently install apps in the system-wide location if the /var filesystem supports reflinks (i.e. btrfs or xfs).
This is due to an ostree change and the fix is here https://github.com/ostreedev/ostree/pull/1524, which has been included upstream, so we just need a backport of that. To reproduce the issue, just try to install a flapak system-wide with /var on btrfs, it will fail with a permission denied.
