I got same problem. I have permanent internet connection, and I have
selected to keep synchronized with internet servers(ntp2b.mcc.ac.uk and
ntp.ubuntu.com). Still dont have current time. I have 7.10.

$cat /etc/timezone
Europe/London

$ sudo zdump -v /etc/localtime | grep 2007
/etc/localtime  Sun Mar 25 00:59:59 2007 UTC = Sun Mar 25 00:59:59 2007 GMT 
isdst=0 gmtoff=0
/etc/localtime  Sun Mar 25 01:00:00 2007 UTC = Sun Mar 25 02:00:00 2007 BST

$ date

(current local time is 9:37)

in /etc/default/rcS
UTC=no
