I had the same issue. Thanks for the hint with libssl1.1 being the
cause. I disabled all PPAs and then reinstalled libssl1.1 as well as
openssl manually by reinstalling the versions provided with Ubuntu
Bionic. After that, apt-get was able to finish configuring all packages.
