Public bug reported:
Expected behavior : the Ubuntu desktop refreshes at the same rate as the
monitor's refresh rate
Current behavior : The mouse cursor moves at 144fps/hz as expected, but GNOME
only refreshes at 60fps, resulting in very stuttery display(dragging windows,
menu transitions etc).
The issue is isolated to GNOME, Ubuntu flavors which do not have GNOME 3 do not
exhibit the same problem.
