Thanks, I already on 18.04. After uninstalling ROS, do-release-upgrade -d starts works properly. But there is an another problem in upgrade proccess. I have zfs raid as data storage. And after rebuting new kernel was unable to load. Problem solves by by buting in old kernel and export-uninstall zfs and install-import in new kernel. Thanks for help with ROS packages!
