I would take a more measured / cautious approach than the one dino99
recommends. Looking at your Aptlog.txt file it seems that the PPA
providing the following package is most likely causing the issue.
Installing libssl1.1 as Dépend of libsasl2-modules
MarkInstall libssl1.1:i386 < none -> 1.1.0g-2ubuntu4 @un uN Ib > FU=0
Removing: libssl1.1
MarkDelete libssl1.1:amd64 < 1.1.0h-2+ubuntu17.10.1+deb.sury.org+2 @ii mK

MarkInstall nmap:amd64 < 7.60-1ubuntu1 -> 7.60-1ubuntu5 @ii umU Ib > FU=0
Installing libssl1.1 as Dépend of nmap
MarkKeep libssl1.1:amd64 < 1.1.0h-2+ubuntu17.10.1+deb.sury.org+2 @ii mR >
FU=0
I believe that package comes from the, ondrej-ubuntu-php-artful, PPA -
so use 'ppa-purge' with that PPA first and then try the upgrade again.
