During the course of trying to install the package, I did find a broken link from libdouble-conversion.so to libdouble-conversion.so.1 which may have caused the initial install to fail. Maybe it was an installation/upgrade process error and not a package one. My solution was to uninstall the package, delete the link and then reinstall the package.
