So the shutdown is only hoping that upgrades are done in small packages
and they will take only few seconds? What if I installed a software that
has buggy update scripts?

If there is no mechanism that prevents long-lasting upgrades during
shutdown, then there should at least be an option to not allow any
upgrades during shutdown, but at user-specified time.

Don't turn ubuntu into windows, where OS makes you lose your precious
time.
